Pay transparency in Cyprus
What the EU Pay Transparency Directive means for employers in Cyprus, based on its national transposition — status, thresholds, the joint-assessment trigger, and where to file.
Cyprus has not transposed the Directive (deadline missed). The transposition instrument is a STANDALONE bill — Ο περί Ενίσχυσης της Εφαρμογής της Αρχής της Ισότητας της Αμοιβής μεταξύ Ανδρών και Γυναικών για Όμοια Εργασία ή Εργασία Ίσης Αξίας, μέσω της Μισθολογικής Διαφάνειας και Μηχανισμών Επιβολής Νόμος του 2026 — not an amendment to the existing Equal Pay Law 177(I)/2002, which has bound Cypriot employers since 1 January 2003 (art. 29(1)) and which the bill neither amends nor repeals — art. 30 applies Part V (remedies and procedure) to equal-pay rights as defined in arts. 2 and 5 of that Act, and says nothing about the substantive relationship between the two. Released November 2025; η-Διαβούλευση closed 4 December 2025; MLSI has since published a consultation-results table and a REVISED FINAL version of the bill on the same record. No Gazette reference; the consultation record is marked «Ολοκληρωμένη» and the Commission transposition record for Directive 2023/970 lists Cyprus at 0 notified measures (read 3 September 2026). Whether the bill has been TABLED at the House of Representatives is unknown and is not asserted here: the House, the Government Printing Office and the Law Commissioner each refuse this agent by robots directive, so there is no permitted route to check. Bands and phase-in follow the Directive exactly (250+ annual and 150–249 triennial from 7 June 2027; 100–149 triennial from 7 June 2031). Distinctive national rules: an advertised pay range may not span more than 20% (Art. 6(1)(a)); job-evaluation criteria must be AGREED with employee representatives where they exist (Art. 5(2)); filing is to the Department of Labour Relations as Monitoring Body, which publishes items (a)–(f) comparably while item (g) is never published (Arts. 10, 32(c)); the six-month joint-assessment clock runs from the submission date (Art. 11(1)(c)). RECORDED DEFECT, not modelled: the Art. 2 definition of «κατηγορία εργοδοτουμένων» cross-refers to Art. 6, where the categories are actually set by Art. 5(3) — the platform follows Art. 5(3) and does not model the erroneous cross-reference. Draft is provisional pending enactment.

Figures are reported to the competent authority rather than published openly. Either way, the underlying work is the same: establish work of equal value through gender-neutral job evaluation, produce the statutory pay-gap report in the national format, and run a joint assessment where the gap is too wide.
